Imprisonment for Life as Imprisonment till Death: Legal Issues

Recently, the Bangladesh Supreme Court concluded that imprisonment for life means imprisonment till the death of the convict. Previously, life imprisonment was capped at a 30 year prison sentece, as per the provisions of The Penal Code and The Code of Criminal Procedure. As such, this symposium seeks to address the constitutional and jurisprudential issues and implications arising from this recent change in law.

The following two papers will be presented:

(i) ‘Imprisonment for Life: Age-old Practices vis-a-vis Recent Developments in Jurisprudence’ by Dr. Muhammad Mahbubur Rahman, Associate Professor, Department of Law, University of Dhaka.

(ii) ‘Constitutionalism and the Concept of Whole- life Sentence in Bangladesh’ by Dr. Ridwanul Hoque, Professor, Department of Law,
University of Dhaka.

Kazi Habibul Awal, Former Secretary, Ministry of Law, Justice and Parliamentary Affairs will preside.

Professor Mokerrom Hossain, Department of Sociology and Criminal Justice, Virginia State University, USA will act as the designated discussant.

10:40-11:30 a.m. : Presentation of papers by Dr. Rahman and Dr. Hoque
11:30-11:50 a.m. : Comments by the designated discussant:
11:50–12:40 p.m. : Open discussion
12:40-12:55 p.m. : Concluding remarks by the Chair
01:00 p.m. : Lunch
